One of the best things the City of Toronto has introduced to help home owners is the Basement Flooding Protection Subsidy Program. This great subsidy was introduced to aid home owners that found themselves in an unfortunate basement flooding situation. It offers specific rebates to plumbing services in Toronto that would ensure the flooding doesn’t happen again.

Over the past couple of years, Toronto has seen a rise in extreme amounts of rainfall in shorter periods of time. This freak weather causes our overburden and 100 year old sewer system A LOT of stress. Toronto does have plans to revitalize and renew our systems but they are far too slow at taking action. This is the reason behind the Basement Flooding Protection Subsidy Program: to help out homeowners looking to protect their homes from flooding while they do what they can.

The City of Toronto Basement Flooding Protection Subsidy Program offers financial subsidy of up to $3,400 per property to install flood protection devices.

Rebates are offered to owners of single-family, duplex and triplex residential homes to install flood protection devices such as:

  • a backwater valve
  • a sump pump
  • pipe severance and capping of the home’s storm sewer or external weeping tile connection

Backwater Valve Subsidy

Available subsidy = 80% of the invoiced cost up to a maximum of $1,250 including eligible labour, materials and taxes.

The following costs also qualify for the Basement Flooding Protection Subsidy Program:

  • Installation of an alarm for a Backwater Valve
  • Replacement of existing Backwater Valve

Sump Pump Subsidy

Available subsidy = 80% of the invoiced cost up to a maximum of $1,250 including eligible labour, materials and taxes.

The following costs also qualify for the subsidy:

  • Installation of an alarm and a back-up power for a Sump Pump
  • Installation of an additional Sump Pump
  • Replacement of an existing Sump Pump

Foundation Drain (weeping tile) Pipe Severance & Capping Subsidy

Available subsidy = 80% of the invoiced cost up to a maximum of $400 including eligible labour, materials and taxes.

In consultation with a City of Toronto plumber, homeowners may determine that they need to disconnect their foundation drains (weeping tiles) from the city’s sewer system by severing and capping the underground sewer connection.

  1. What is the Basement Flooding Protection Subsidy Program application process like?

An Impact team member will help you fill out the rebate application, complete with invoices which you will then mail to the City. The application process takes approximately 10 weeks from the time the application is received. The City will send you an acknowledgment letter to assure you that your rebate application was accepted and is in the queue to be reviewed.


  1. Can I apply for a subsidy if I do the work myself?

Do-it-yourself installations are not eligible for the subsidy.


  1. Do I need to have permits?

You will need a permit for a Back Water Valve installation or pipe replacement. An Impact team member can and will help you get those.


  1. Do I apply for the rebate before or after the work is complete?

You apply after the work is complete to ensure you are submitting copies of your final invoice.


  1. How long do I have to apply?

You have one year from the date of final inspection or from the date of the final invoice.


  1. What costs are not eligible for the subsidy?

Ineligible costs are:

  • Labour by the homeowner,
  • Associated interior restorations or improvements (e.g., drywall, paint, cosmetic flooring),
  • Associated exterior restorations or improvements (e.g., landscaping, trees, porches, concrete etc.)
